The Squall card for Triple Triad is one of the most powerful cards. The person who has possesion of the Squall card is Laguna. You can get it one of two ways. Win it from Laguna in the Presidential Palace, Esthar, on disc 3. You can also win it from him while he's onboard the Ragnarok.
